Democratic consultant Hank Sheinkopf just put out a release that essentially says the drama over whether the Gang of Three errant Democratic Senators would back Malcolm Smith as their new leader next month is over.
In return for to the way the Senate is run, Carl Kruger, Pedro Espada and Ruben Diaz will support Smith in January when the Democrats take control of the Senate for the first time since 1965.
This appears to end any last hopes that of current-but-lame-duck  Senate Republican Majority Leader Dean Skelos could have held on to the Majority Leaders job, which brings a lot of power over Senate spending as well as agendas.
Skelos had been attempting to lure the three into voting for him, which would have for many intents and purposes, kept the GOP in control of the Senate even though they are out-numbered by a 32-30 seat margin.
Ostensibly the three had been complaining about the lack of Hispanic representation in leadership positions. Republicans had been planning to boost the amount of money and power given to the Senate Finance Committee chairman,  which could have been an inducement for one of the three to flip or support Skelos.
That began to unravel, however. Earlier this week  the Post reported Kruger as saying he wouldnt go against Gov. David Paterson (who is closely allied with Smith and increasingly angry with Skelos over budgetary issues). And common sense had long suggested that if any of these Senators, who come from heavily Democratic New York City districts were to change parties or support a Republican leader, they could be targeted by Dems in 2010 through a primary or in a general election, a la Olga Mendez, an East Harlem Democrat-turned Republican Olga Mendez who was ousted in 2004.
Indeed, Espada was defeated by Diaz in 2002 in part because he had been caucusing with the Republicans.
Whats unclear at this moment though, is precisely what reforms will be made, and, what will happen to all those dollars that Republicans were about to assign to the powerful Finance Committee.
Another question? Does this presage a growing role for Tom Golisano, who according to Sheinkopfs statement below, helped broker the agreement.

China is cheap. Not as cheap as Vietnam, but much more massive, and probably in possession ofa more educated workforce. It's really tough to get a straight answer about this from anyone, but as near as I can tell, an entry level developer will pull in an equivalent of $US 12,000 a year. That's compared to about $US 20,000 for the same talent in India, and about $65,000 in the good old US of A. As you get into the senior talent pool for development, the percentage of US scale is even more favorable. But (there's always a but) there is a significant differential in cost of leadership experience (as in India), and good verbal English language skills. As already mentioned, the coastal cities are more expensive than the inland cities. Adding to this advantage are the tax incentives that the 11th 5-year plan has put in place to encourage growth in the IT Outsourcing Industry.

All in, China can certainly deliver Cheaper, if you can manage your vendors or your captive to ensure either parity or improvement in quality and productivity.

I got out into Chengdu both evenings after the conference let out. I found the city beautiful and safe by night, bustling but not in a New York kind of way... I didn't really have much sense of being in China though. It was modern and cosmopolitan. The people were stylish, and "western" in dress. The cars were European brands. I felt, to be honest, more like I was in Vancouver on a Saturday evening.

I did get to eat some genuine (I was told) Sichuan food. It was spicy, in a way I've never experienced in the USA. The "Ma", or numbness from the Sichuan peppercorns, was just amazing. And apparently growing up in the south is good global training for spicy food. I was eating with Chinese and Taiwanese Americans, who were breaking out in sweat over the spice in the food. I was just enjoying it. So either I'm the Rambo of the Mala Chicken scene, or they were giving "the white guy" different food... Either way, my local Chinese takeout joint will never be the same.

While it's certainly true that the offer of a fixed-rate, 30-year mortgage at 4.5% seems tantalizing to many people, whether or not it would truly spark a housing sales rebound is unknown. For one thing, to get people to act now, it would have to be some type of limited offer. From a CNNMoney.com story:

Lobbyists are pushing the Treasury Department to consider a plan to purchase mortgage-backed securities in the hopes of driving mortgage rates to as low as 4.5%, an industry source said.Similar to an effort unveiled last week by the Federal Reserve, the proposal calls for Treasury to buy securities backed by 30-year fixed-rate mortgages from Fannie Mae and Freddie Mac...

The increased demand for mortgage-backed securities would prompt mortgage rates to drop. That, in turn, would enable homeowners to refinance into lower-cost loans and make it cheaper for potential homebuyers to get into the market...

Industry groups have been pressuring President-elect Barack Obama and lawmakers to lend a helping hand to the housing market. The National Association of Realtors, for instance, has called for Treasury to buy mortgage-backed securities.
Meanwhile, a coalition of industry groups have banded together under the "Fix Housing First" banner to call for measures including tax credits of up to $22,000 and the creation of a 30-year mortgage, carrying rates as low as 2.99%...
Experts, however, had mixed views on how much a new Treasury initiative would help homeowners and the economy. Some felt lower rates would help stabilize the housing market by bringing in new buyers and would give those who refinance more money to spend...
But others questioned whether rates would remain low and, even if they did, only a narrow slice of credit-worthy borrowers would benefit...
Also, the proposal would do little to help troubled borrowers who have fallen behind on their payments, have no equity in their homes or have lost their jobs. With credit standards still high, these homeowners would not be able to refinance and take advantage of the lower rates, he said.
Finally, super-low rates could keep private investors out of the mortgage-backed securities market, forcing the government to remain the primary buyer of such investments.
